Ulama Self Care Forum (USCF) - Rules & Regulations

1. Introduction

USCF was founded on 5th July 2026.
This forum is for teachers working in madrasas, imams, moazzins of masjids, and ulama doing halal business.

2. Objectives of the Organization

3. Conditions to Become a Member

[3.1] Age: 18 to 60 years.
[3.2] Profession: Teacher of a religious institution, imam/moazzin of a masjid, or an aalim doing halal business.
[3.3] Registration: Online on the website / App.
[3.4] Annual Fee: Rs. 51, non-refundable.

4. Types of Members

waiting member

Definition: Has completed registration and is completing the waiting period.
Right: Not entitled to any help.
Waiting Period: For those who register till 31st August 2026 - 3 months / 90 days. For those who register after 1st September 2026 - 6 months / 180 days.

active member

5. Rule to Remain active member

To remain an active member, it is compulsory to cooperate in 90% of campaigns in the last 12 months.
If 90% is not completed, the member will become an inactive member.

6. General Process of Help

[6.1] Appeal Amount: Rs. 50 per active member, the organization can increase or decrease it according to situation.
[6.2] Only 1 case will be appealed per month, if there are more cases they will be taken next month.
[6.3] When members increase, the organization will make groups, each group will help turn by turn.
[6.4] Every member will send money directly to the needy person's / heir's bank account.
[6.5] After sending money, uploading the receipt on the website is compulsory.

7. General Legal Rules

[7.1] No Guarantee Declaration
- USCF is only a platform for appeal, it is not responsible for collecting money, hospitalization, or arranging a lawyer.
- The amount received will depend on how many active members cooperate, there is no guarantee of less or more.
[7.2] 60 Years Rule
- After completing 60 years, no help will be given for death, illness, or legal case.
- Exception: If an active member supported throughout his life and after 60 his daughter is still unmarried, help will be given for her marriage.
[7.3] Basic Condition: At the time of help, being an active member + 90% cooperation is compulsory.
[7.4] Action on False Claim: On fake documents / false testimony, membership will be terminated immediately and the taken amount has to be returned.
[7.5] Return of Wrong Amount: If extra amount is sent by mistake, it will be returned within 3 working days on showing proof. Affidavit before taking help is compulsory.
[7.6] Final Decision: All verification and decision will be done by USCF Committee, it cannot be challenged in court.
[7.7] Court Jurisdiction: Decision of any dispute will be only in the court of District Gorakhpur.
[7.8] False Publicity: Membership will be terminated and legal action can be taken if someone spreads rumors against USCF or misbehaves with an office bearer.

8. 4 Types of Help

A: Help on Death

[8.1.1] Limit: No maximum limit, Help Box will remain open for 25 days.
[8.1.2] Help will NOT be given if: (a) He is inactive member / waiting member (b) Age is 60+ (c) Suicide (d) Death due to heir's crime.
[8.1.3] Intimation: Within 7 days on WhatsApp / Email / Helpline.
[8.1.4] Documents: (a) Death Certificate (b) Heir's ID + Bank Passbook (c) Details of nominees.
[8.1.5] Who will be heir: (a) 2 nominees written at the time of registration (b) In case of dispute, organization's decision will be final (c) If no nominee, distribution among Shariah heirs.
[8.1.6] Verification: Team will verify in 3 to 7 days, then appeal will be issued.

B: Help on Daughter's Marriage

[8.2.1] Basic Conditions: (a) active member + 180 days completed (b) Daughter's age 18+ (c) Member's age less than 60 (d) Own daughter.
[8.2.2] Concession for Sister's Marriage: If parents have died or their age is 60+ and sister is dependent on this aalim, help will be given.
[8.2.2.1] Sister's age 18+ is compulsory.
[8.2.2.2] Proof: Parents' Death Certificate / age proof + Letter from local Imam + Dependent Affidavit.
[8.2.3] How many times help: (a) Generally 1 daughter (b) If wife is also an active member then for 2nd daughter also (c) 1 Daughter + 1 Sister (d) Maximum 2 marriages in life (e) Minimum gap of 2 years between 2 marriages.
[8.2.4] Limit: Appeal up to maximum Rs. 2,50,000.
[8.2.5] Procedure: (a) Time: At least 60 days before marriage (b) Documents: Marriage Card / Nikahnama, Daughter/Sister's Aadhaar / Birth Certificate, Member's ID + Passbook, Imam's letter, For sister case docs of 8.2.2.2, For 2nd daughter proof that wife is active member (c) Verification: At home within 7-10 days (d) Appeal: 30 days before marriage (e) After marriage: Sending Nikahnama + 2 photos within 30 days is compulsory.

C: Help on Severe Illness

[8.3.1] Which illnesses included: Cancer, Kidney Failure, Liver Failure, Heart Surgery, Brain Tumor, Paralysis, Major Accident or any illness where hospitalization is required and expense is more than Rs. 50,000. Normal fever, cough, cold not included. Birth disease, cosmetic surgery, infertility, drug addiction treatment not included.
[8.3.2] Whether illness is severe or not will be decided by the Medical Committee of USCF.
[8.3.3] Limit: Maximum Rs. 2,00,000, if estimate is less then only that much appeal.
[8.3.4] Important Rules: (a) Maximum 2 times in life (b) For 2nd time, 3 years after 1st help (c) No help if free treatment is happening in Govt Hospital (d) If money remains after treatment, it must be returned to USCF.
[8.3.5] Documents: Doctor's prescription + details of disease, Hospital Admission Card / Estimate, Member's ID + Passbook.
[8.3.6] Intimation: Within 15 days, verification in 5-7 days.

D: Help in Legal Case

[8.4.1] Which cases included: False terrorism / communal allegation, false case due to masjid/madrasa, police atrocity, false FIR due to social media / speech.
[8.4.2] Which not included: Personal fight, assault, theft, adultery, drugs, land-property, inheritance, money transaction.
[8.4.3] Conditions: Case is false, due to political / religious hatred, member himself is not a criminal.
[8.4.4] Limit: Maximum Rs. 1,50,000.
[8.4.5] Important Rules: (a) Only 1 time in life (b) If later proved as criminal, full amount to be returned in 30 days (c) Lawyer will be selected by 3-member Legal Committee [1 Lawyer, 1 Aalim, 1 Office Bearer] (d) If absconded after bail, membership terminated forever.
[8.4.6] Documents: FIR Copy, Arrest Warrant / Notice, Member's ID, Letter from local Ulama Committee.
[8.4.7] Intimation: Within 3 days of arrest / FIR, inquiry in 3-5 days through lawyer.

9. Central Relief Fund System

[9.1] As soon as limit is completed in Marriage (2.5L), Illness (2L), Legal (1.5L), the needy person's account in Help Box will be replaced with USCF's official account.
[9.2] After that, extra amount will go to Central Relief Fund and will be sent together in the next approved case.
[9.3] There is no limit in death case, money will go directly to heir for 25 days.
[9.4] Every amount in USCF account will be shown live on website.
